Children from impoverished families and households are marginalized and are predisposed to deprivations of basic social services and exposure to various risks and vulnerabilities whether they live in remote and far-flung areas, cultural communities or in densely populated urban communities and settlements.
Modern day problems for children have likewise emerged; these render safeguarding and protecting them more complex and challenging. The magnitude and number of children victims of neglect, violence, abuse, and exploitation, however, could not be ascertained.

Advancing the agenda for children who need special protection require the passage of new laws or amendments, the strict enforcement, compliance, implementation, and monitoring of legislative measures and policies at both national and local levels, budget augmentation and equitable resources for child protection, and the establishment of a reliable and updated database system that cover the wide-spectrum of children who need special protection.
